First NRRP Contracts for PV Panels Production in Romania and Battery Storage Capacity
Romania’s Minister of Energy Sebastian Burduja signed two grant agreements under Investment 4.3 and one agreement under Investment 4.2 of the National Recovery and Resilience Plan (NRRP), aimed at developing electricity storage capacities and promoting investments in the value chain of photovoltaic cells and panels.
“This summer, we have all seen how important and necessary investment in electricity storage capacity is. In addition to their role in balancing the system, storage capacities allow us to benefit from the cheap and green energy produced by solar and wind farms even when the sun is not shining, or the wind is not blowing. This will make energy more secure and cheaper. Today, we signed the first two agreements from the call launched as part of the NRRP – investment 4.3. In addition, we need to reduce our dependence on imports of photovoltaic panels from non-EU countries, which is why we are supporting Romanian investments in the production of photovoltaic cells and panels with non-reimbursable money. Also today, we have signed the first agreement that will support the construction of a photovoltaic panel factory from scratch in Sfantu Gheorghe,” Energy Minister said.
Investment 4.3 – Electricity storage capacities (batteries)
Under the call, two grant agreements were signed to support the development of new electricity storage capacity. The objective of the call is to commission a minimum capacity of 240 MW (or 480 MWh).
The two agreements signed are:
SOCIETATEA ENERGETICA ELECTRICA S.A.
- Project: Construction of electricity storage capacity, related installations, transformer substations and transformer station, internal electricity networks, fencing, external connections and connections to the National Power System
- State aid amount: RON 16,874,252.36 (EUR 3,391,605.00)
- Capacity: 69.93 MWh
RENOVATIO TRADING S.R.L.
- Project: Realization of an electricity storage capacity (batteries) in Toplita, Harghita County
- State aid amount: RON 15,164,708.72 (EUR 3,047,998.86)
- Capacity: 60.96 MWh
- Investment 4.2 – Production and recycling of photovoltaic cells and panels
The Ministry of Energy promotes investments in the complete value chain of photovoltaic cells and panels by financing production, assembly and recycling capacities. The objective of the measure is to build generation capacities of at least 200 MW/year.
For this purpose, the agreement was signed with SC KBK KRAFT PROJEKT S.R.L.
- Project: Production of photovoltaic modules KBK KRAFT PROJEKT
- State aid amount: RON 19,377,991.82 (EUR 3,894,838.87)
- Capacity: 140 MW
“For the first time ever, we have signed the first agreements under the NRRP to support the production of photovoltaic panels in Romania and for battery storage capacity,” Sebastian Burduja noted.
These investments reflect the Ministry of Energy’s commitment to support the transition to green energy and to strengthen Romania’s energy security by promoting investment.
