Fluor – Bulgarian Energy Holding MoU for New Nuclear Power Units
The Executive Director of Bulgarian Energy Holding EAD (BEH) Valentin Nikolov and Frank Dishon, a representative of Fluor Corporation, signed a Memorandum of Understanding (MoU) for exchange of information and provision of preliminary assistance intended to help Bulgaria’s transition towards a zero-emission energy system and the implementation of the goals for a sustainable and reliable electricity system. As a result, BEH expands its portfolio of partnerships with the world’s most renowned energy companies in the framework of pan-European and national goals and priorities intended for the transition towards a low-carbon economy.
The ceremony was also attended by the Deputy Minister of Energy Miroslav Damyanov and the Executive Director of Kozloduy NPP – New Builds Lyuben Marinov.
Bulgarian Energy Holding is comprised of a group of companies engaged in the electricity generation, supply and transmission, natural gas transmission, supply and storage and coal mining market in Bulgaria.

Fluor and Bulgarian Energy Holding have agreed to cooperate in evaluating potential program management services, front-end engineering, evaluation of the existing coal-fired fleet for potential nuclear small modular reactor repurposement projects, and the assessment of the Bulgarian supply chain and other related services.

Fluor has been serving the nuclear industry for more than 70 years including the design and construction support of more than 25 nuclear plants, plus nearly 100 million hours of nuclear operations and maintenance work.
