Senegal to Offer 12 Blocks in New Offshore Licensing Round

The Ministère du Pétrole et des Energies, Sénégal, together with the Société des Pétroles du Sénégal (PETROSEN) and supported by GeoPartners Ltd, is to launch the 2020 Senegal Licensing Round with an opening event on January 28th 2020, at the King Fahd Hotel, Dakar. The Licensing Round, announced at Africa Oil Week in Cape Town in November 2019, comprises twelve (12) blocks on offer in the MSGBC Basin, offshore Senegal. The Round launches officially on Friday 31st January 2020, and applications should be delivered to the Ministry of Petroleum and Energy no later than 17:00 on Friday 31st July 2020.

PETROSEN has partnered with TGS, GeoPartners and PGS to provide over 14,000 km of 2D data, over 10,000 km of 3D data and over 50,000 sq km of Multibeam data with associated shallow cores and geochemistry, to interested parties.

The licensing round seeks to increase investment in the country, presenting opportunities for short medium and long-term investment, with future rounds planned.

Further events are planned in London on 19-20th February, and in Houston on 24-25th February 2020.

Presentations will provide an opportunity to review and discuss the exploration opportunities available with technical advisors and senior Ministry personnel, to arrange private meetings and further data viewings.

The Senegalese National Oil Company, PETROSEN, was created in May 1981 to serve as the implementing tool for the State’s petroleum policy.

PETROSEN is under the supervision of the Ministry in charge of the Energy sector, which through its Department of Energy ensures the control and follow-up of petroleum operations based on the Petroleum Code.

PETROSEN, in collaboration with the Department of Energy, prepares and negotiates all petroleum conventions and contracts. Conventions and Production Sharing Contracts (PSC) are signed between the Minister of Energy and the petroleum companies, while PETROSEN signs a Joint Operating Agreement (JOA).
