Draft Order approving the technical rule for prosumers with injection of active power in the grid

The Romanian National Regulatory Authority for Energy (ANRE) submits for public consultation a draft order, drawn up as a result of the fact that at national level there is no legislation containing technical requirements on the connection of prosumers with injection of active power in the grid, which own both power generation facilities and consumption electrical installations and power storage equipment.

Deadline for submitting observations is 10 days from the date of publication on the website (6 December) of the mentioned document.

 

Technical conditions for connection to public power grids

In accordance with the provisions of the Law establishing the promotion system for energy generation from renewable energy sources no. 220/2008, with further amendments and additions, the prosumer is defined as being “the end-customer that owns power generation facilities, including in cogeneration, whose specific activity is not power generation, which consumes and can store and sell power from renewable sources produced in its building, including in a block of flats, a residential area, an establishment of shared services, commercial or industrial or in the same closed distribution system, provided that, in the case of autonomous non-household consumers of energy from renewable sources, these activities are not their primary commercial or professional activity.”

Drafting the document was necessary as a result of the fact that at national level there is no legislation containing technical requirements on the connection of this new category of users, which own both power generation facilities and consumption electrical installations and power storage equipment.

As a result of adopting the Commission Regulation (EU) no. 2016/631 establishing a network code on requirements for grid connection of generators, a debate took place at European level on the possibility to include prosumers in the category of power generation facilities. The consequence of this debate consisted of forming a group of experts, in July 2018, to set out the technical requirements for connecting the category of prosumers, especially those holding energy storage equipment.

The Draft Order proposed for public consultation provides for the technical requirements necessary for the connection of prosumers with injection of active power in the grid, as well as the technical requirements specific to power generation facilities of A category belonging to prosumers (with a power from 0.8kW to 1MW, in Romania). These technical requirements are necessary to ensure the safe operation of public power grids.

The Draft Order contains specific provisions for:

– Prosumers with injection of active power in the grid applied depending on the maximum power output in the public power grid;

– Prosumers that additionally hold energy storage systems;

– Requirements necessary to measure the power generated;

– Requirements on telecommunications and the necessary protections;

– Data necessary to be sent by the prosumer to the grid operator where it connects.
