Transelectrica Implementing New Metering and Data Management System for Wholesale Market

Transelectrica has completed the investment regarding the implementation of a metering and data management system for electricity metering on the wholesale market in order to optimize the metering activity and to align with the new requirements of the Electricity Metering Code, the first component of the project financed by the Modernization Fund “Digitalization of the Romanian power transmission grid by installing two online systems for metering and data management for electricity metering on the wholesale market and for monitoring the quality of electricity”. For the whole project a total non-reimbursable funding of RON 88,806,776.94 was obtained.

With the implementation of this project, the existing telemetering system for the wholesale market has been replaced with a new metering and data management system for electricity metering on the wholesale market, which will allow the acquisition of data from meters with an integration period of 1 minute, 15 minutes and 60 minutes.

As part of the investment for the implementation of a metering and data management system for electricity metering on the wholesale market, a new IT platform, a backup system (Disaster Recovery), remote metering subsystems were installed in 107 sites, respectively high-voltage substations belonging to Transelectrica and third parties.

  • Ensuring data accuracy and security
  • System flexibility in relation to legislative changes
  • Implementing the requirements of the Electricity Metering Code, both those related to the meter readings and those related to the functionalities and IT security
  • Implementing modern management and control concepts, as well as improving customer support services
  • Management of all meters
  • The publication of measured data under Transelectrica’s responsibility will be done at shorter intervals, so that the information that will benefit the participants in the energy markets will be useful in reducing their electricity consumption and costs. This will allow participants in energy markets to take rapid, informed action, contributing to the security of the energy system and increasing energy efficiency.

Currently, the second component of the project is in progress, namely “Implementation of a Power Quality Monitoring System (PQMS), which includes: subsystems for monitoring the quality of electricity in transformer substations, an IT platform and equipment for ensuring cyber security.”

The main objectives are to extend electricity quality monitoring to the entire power transmission grid, to maintain the electricity quality according to the Performance Standard and to reduce the time needed to achieve this process.

The implementation period of the project financed from the Modernization Fund, through Contract MF 2022-1 RO 0-016, with a total grant amount of RON 88,806,776.94, is until May 2027.
